The important part of that graph is the numbers right above it.
Higher is more popular.

blonde -- 1.00
brunette -- 0.14
redhead -- 0.20

Blondes are the group being compared to, what that means is that for every search done for "blonde", X.xx many searches were done for the others.

Or, if we compare to the least popular group, we get numbers that actually tell us how many searches are done in comparison to the least popular.

blonde -- 7.05
brunette -- 1.00
redhead -- 1.45

Which would mean blondes are 7X as popular as brunettes.

More popular meaning they just have more google searches, and what is being searched like celebrities or colors to dye your hair? I think I am confused

I'm not sure how Google compiles the statistics for Trends.

The results could be for when someone searches for just the one word "blonde", "brunette", or "readhead".

They could also be compiling the results from multiple phrases where "blonde chick", and "blonde hair dye" would both count towards "blonde".
